Eleven provinces and territories have their provincial nominee programs (PNPs). Quebec has its immigration programs, but its programs don’t belong to the provincial nominee program. Nunavut doesn’t have a provincial nominee program.
The legal basis of the provincial nominee programs is the applicants’ intention to reside in the province that they apply to.
Applicants apply to a stream of a PNP for nomination. Once being nominated, they apply to IRCC for permanent residence.
